Asian election monitors head says no mentionable irregularities in election; opposition polling agents were able to accompany ballot boxes-JNW

Is interesting that the government website conveniently forgot to mention the word “mentionable” when they quoted this same election monitor head.
Why is that the head uses the adjective “mentionable”, saying there are no “mentionable” irregularities? Could it be that there are indeed great many events that stink of irregularities, but simply can’t be proven, such as the counting agents being intimated and chased away as reported by CMEV and where the agents are afraid to give evidence? And since they can’t be proven as yet, they are not “mentionable”? Is that what it means? Else why not simply say there were “no irregularities”?
