Why is that the head uses the adjective &quot;mentionable&quot;, saying there are no &quot;mentionable&quot; irregularities? Could it be that there are indeed great many events that stink of irregularities, but simply can&#039;t be proven, such as the counting agents being intimated and chased away as reported by CMEV and where the agents are afraid to give evidence?  And since they can&#039;t be proven as yet, they are not &quot;mentionable&quot;? Is that what it means? Else why not simply say there were &quot;no irregularities&quot;?</description>
