ஆய்வூ கருதுகோள்:
ஆய்வூக்கருதுகோள் என்பது சொல்லப்படுகின்ற விடயம் திறமையாக ஒழுங்குபடுத்தப்பட்டு அதன் காரணமாக சாpயென காட்டுவதோ அல்லது ஏற்க மறுப்பதே கருதுகோள் ஆகும்.அதாவது ஒரு கோட்பாட்டின் அடிப்படையில் அல்லது ஒரு அவதானிப்பின் அடிப்படையில் பெறப்படும் கருதுகோள் ஆகும்.(ளுயசயவெயமழள்1993) இதன் அடிப்படையில் ஆய்விற்கான ஆய்வூக் கருதுகோளாக பின்வரும் கருதுகோள் முன்வைக்கப்படுகின்றது.
“பாடசாலை மாணவா;கள் கையடக்கத் தொலைபேசி பாவனையால் சமூக பிரச்சினைகளை எதிh;நோக்குகின்றனா;” என்ற கருத்தின் அடிப்படையில் இவ் ஆய்வூ மேற்கொள்ளப்படுகின்றது.
கையடக்கத் தொலைபேசியின் வரலாறு:-
இன்றைய சமூகம் தகவல் சமூகம் எனப்படுகின்றது.அறிவே ஆற்றல் என்ற கருத்து முன்வைக்கப்பட்ட கைத்தொழில் சமூகத்திலிருந்து தகவலே ஆற்றல் என கருதும் தகவல் சமூகத்தில் நாம் வாழ்கின்றௌம்.குடும்பம்இசுற்றுபுற சமூகம்இகிராமம் போன்றவற்றின் வரையறைகள் உலகக் கிராமம் என்ற கருத்து நிலைக்குள் தமது தனித்துவத்தை மெல்ல மெல்ல இழந்து வருகின்றன.உலகின் வேகத்துடன் ஒட்டி ஓடவேண்டிய நிh;பந்தம் மனிதனுக்கு இருப்பதனால் இன்று தகவல் பாpமாற்றம் என்பது ஆரம்ப காலத்தை விட இலகுபடுத்தப்பட்டுள்ளது.நினைத்த மாத்திரமே உலகின் எந்த மூலைக்கும் தொடா;பை ஏற்படுத்த கணனி மற்றும் கையடக்க தொலைபேசி வழிவகுக்கின்றது என்பதில் ஐயமில்லை.
நவீன தொழில்நுட்ப விருத்தியின் விளைவாக மனிதனது தேவைகளை பூh;த்தி செய்வதற்காகவூம்இ வேலைகளை இலகுவாக்கி கொள்வதற்கும்இசேவைகளை பெற்றுக் கொள்ளவூம் அதிகளவில் புதிதுபுதிதாகப் தொழில்நுட்ப சாதனங்கள் கண்டுபிடிக்கப்படுவதுடன் இன்றைய சனத்தொகை பெருக்கத்தின் விளைவாக இப் பொருட்களுக்கான கேள்வியூம் அதிகாpத்து வருவதனால் அதிகளவில் உற்பத்தி செய்யப்பட்டு பாவனைக்கும் வந்துசோ;கின்றன.இவ்வாறு பயன்பாட்டிற்குள் ஊடுருவூம் தகவல் தொடா;பு சாதனமாக கையடக்கத் தொலைபேசி முக்கியம் பெறுகின்றது.தகவல் தொடா;புக்கான கண்டுபிடிப்புக்களில் பொpய சாதனையாக கருதப்படும் தொலைபேசியின் வழித்தோன்றலாக கையடக்க தொலைபேசி இன்று அனைவருக்கும் அத்தியவசியமான ஒன்றாகிவிட்டது.கையடக்க தொலைபேசிகளை விதவிதமான வடிவங்களில் நவீன வசதிகளுடன் அறிமுகம் செய்வதில் தனியாh; நிறுவனங்களிடையே கடும் போட்டி நிலவூகிறது.
கையடக்கத் தொலைபேசியின் வரலாறானது காலக்கிரமமாக தொகுக்கப்பட்டு வந்துள்ளது. கம்பியில்லாத தொலைபேசி (சயனழை வநடநிhழநெ) மூலமாக பெறப்பட்ட செய்தி தொழில்நுட்பத்தில் இருந்து அபிவிருத்தி அடைந்து வந்திருக்கின்றது.ஆரம்ப காலத்தில் 2 வழியாக கம்பியில்லாத முறையில் தயாh; செய்யப்பட்டு வாகனங்களில் பயன்னடுத்தப்பட்டது.உதாரணமாக வாடகை மோட்டாh;வண்டி (வயஒiஉயடி)இகாவல் கப்பல்(pழடiஉந உசரளைநசள)இகாயம்பட்டவா;களை எடுத்துச் செல்லும் வண்டி(யூஅடிரடயnஉநள).இருந்தாலும் அவை கையடக்கத் தொலைபேசிகள் அல்ல ஏனெனில் அவை சாதாரணமாக தொலைபேசி வலையமைப்புடன் இணைக்கப்படவில்லை.
தொழில்நுட்பத்தின் வளா;ச்சியால் முடிவாக கையடக்கத் தொலைபேசிக்கான வழி கிடைத்தது.அடுத்த கண்டுபிடிப்பாக வேறு இடங்களுக்கு எடுத்துச் செல்லக்கூடிய வகையில் தயாhpக்கப்பட்டன.இவை “டீயப phழநௌ” என அழைக்கப்பட்டது.1940க்கு முன் ஆழவழசழடய நிறுவனம் றுயடமநை-வூயடமநை எனும் வடிவத்தை அமொpக்க படைவீரா;களுக்கான தயாhpத்தது.இதற்குhpய மின்கலத்தின் அளவானது மனிதா;களின் முன்னங்கை அளவில் காணப்பட்டது.(றுமைipநனயை;25ஃ01ஃ2010;09.00ய.அ) 1910 இல் டயசள ஆயபரௌ நுசiஉளளழn என்பவா; அவருடைய மோட்டாh; வாகனத்துடன் தொலைபேசியை இணைத்தாh;.(றுமைipநனயை;25ஃ01ஃ2010;09.00ய.அ).இவா; பயணம் செய்யூம் போது எங்கு தொலைபேசி தொடா;பு காணப்படுகின்றதோ அங்கு இரு நீளமான மின்கம்பிகளை தேசிய தொலைபேசி வலையமைப்புடன் தொடா;புபடுத்தி பயன்படுத்தினாh;.
ஐரோப்பிய நாடுகளில் 1926ம் ஆண்டு காலப்பகுதிகளில் டீநசசடin க்கும் Hயஅடிரசப க்கும் இடையிலான புகையிரதபாதையில் புகையிரத 1ம் வகுப்பு பிரயாணிகள் கம்பியில்லாத தொலைபேசியை முதன் முதலாக பயன்படுத்தினா;.அதே நேரம் விமான போக்குவரத்து பாதுகாப்புக்காகவூம் இது பயணிகள் விமானத்தில் பயன்படுத்தப்பட்டது.(றுமைipநனயை;25ஃ01ஃ2010;09.30ய.அ).2ம் உலகமகா யூத்தத்தின் போதும் பாhpய அளவில் புநசஅயn இல் இது பயன்பட்டது.1946 இல் சோவியத் பொறியியலாளா;களான பு.ளுhயிசைழ ரூ ஐ.ணுயாயசஉhநமெழ இ இருவரும் வெற்றிகரமாக அவா;களுடைய சயனழை அழடிடைந phழநெ ஐ மோட்டாh; வாகனத்தில் வைத்து பாpசோதித்து பாh;த்தனா;.(றுமைipநனயை;25ஃ01ஃ2010;09.30ய.அ)
1973ம் ஆண்டு னுச.ஆயசவin அழவழசயடய நிறுவனத்தின் தொழில்நுட்பவியலாளா; முதன் முதலாக ருளு யயெடழபரந ஆழடிடைந Phழநெ மிகப்பொpய மாதிhpயாக இதனை தயாhpத்தாh;. .(றுமைipநனயை;25ஃ01ஃ2010;10.00ய.அ).முதலாவது தன்னியக்க கையடக்கத் தொலைபேசி முறை 1956 இல் ளுறநனநn நுசiஉளளழn ஆல் உருவாக்கப்பட்டது.இது ஆவூயூ(ஆழடிடைந வூநடநிhழநெ ளுலளவநஅ யூ) என அழைக்கப்பட்டது. இருந்தாலும இவ் கையடக்கத் தொலைபேசியின் மிக முக்கியமான பாதகமாக அதன் எடை 40 முப ஆகும்.இதன் பின் வந்த ஆவூடீ 9 முபு ஆக குறைக்கப்பட்டது.
கையடக்கத் தொலைபேசியின் அடுத்த தலைமுறையாக 2பு வலையமைப்புக்கள் குறிப்பான குரலொலி சேவைகளக்காகவூம் உருவாக்கப்பட்டவை.இதில் nஐனரல் பேக்கட் ரேடியோ சேவை (புPசுளு) அறிமுகத்தடன் 3பு சேவையின் பாpணாமத்துடன் கூடிய கையடக்கத் தொலைபேசிகள் அறிமுகமாகியது.இதில் வயா;லெஸ் அப்ளிகேஷ் புரோட்டோகால் (றுயூP) அக்சஸ்இமல்டிமீடியா மெசேஐpங் சேவை (ஆஆளு) போன்ற சேவைகளும்இமின்னஞ்சல் மற்றும் இணைய பயன்பாடுடன் கூடிய கையடக்கத் தொலைபேசிகள் அறிமுகமாயின. 3பு தரமுறைகளின் மேம்பட்ட விhpவாக்கத்தில் 3புPP மற்றும் 3புPP2 ஆகிய இரண்டும் தற்போது காணப்படுகின்றன.இவை முறையே டுழபெ வூநசஅ நுஎழடரவழைnஇ ருடவசய ஆழடிடைந டீசழயனடியனெ என்று பெயாpடப்பட்டுள்ளன.
எனவே மேற்குறிப்பிட்ட வகையில் கையடக்கத் தொலைபேசியின் வளா;ச்சியானது தொடா;ந்து வளா;ந்து கொண்டே செல்கின்றது.
மாணவா;களின் வாழ்வியலில் கையடக்கத் தொலைபேசியின் பங்கு:-
கையடக்கத் தொலைபேசி நமது சமூகத்தில் எங்கும் நிறைந்திருக்கின்றது. அவைகளுக்கு தடைகள் இல்லை.இன்று பெருகி வரும் புதிய தொழில்நுட்பங்கள் மூலம் நினைத்தவூடன் அதே கணத்தில் அழைப்புக்களை மேற்கொள்ளவூம்இகுறுந்தகவல்களை (ளுஆளு) அனுப்பவூம் பெறவூம் முடிகின்றது.மேலும் விம்பங்களாகவூம்இஒளிஇஒலி முறைகளிலும் தகவல்களை வெளிக்கொணா;ந்து தேவையை பூh;த்தி செய்து கொள்ள முடிகின்றது.இவை இன்று பாடசாலை மாணவா;கள் மத்தியில் சிந்தனையின் மையப் புள்ளியாக விளங்குகின்றது.அவா;களின் அன்றாட வாழிவியல் அம்சங்களில் பண்பாடுஇ விழுமியம்இ நெறிமுறைகள்இ கலாசார அம்சங்கள்இஉணவூ பழக்க வழக்கங்கள்இஉறவூ முறைகள் என அனைத்து அம்சங்களிலும் பாhpய தாக்கத்தினை செலுத்துவதாக அமைகின்றது.
இன்று பாடசாலை மாணவா;கள் தாமாகவே விரும்பியோ விரும்பாமலோ இவ் கையடக்கத் தொலைபேசியின் ஆட்சிக்குள் தம்மை ஈடுபடுத்திக் கொண்டு நேரத்தினை கடமைகளை மறந்து செயற்படுகின்ற அளவூக்கு சமூகத்தில் இதன் ஆக்கிரமிப்பு அதிகாpத்து விட்டது.இவ்வாறு அவா;களின் வாழ்வியல் அம்சங்களில் பாhpய தாக்கத்தினை ஏற்படுத்துவதாக இன்று விமா;சிக்கப்படுகின்றது. பாடசாலை மாணவா;களின் நேரம் வீண் விரயம் செய்யப்படுவதுடன் கற்றலின் பெறுமதி தேவையின்இ இலக்கின் முக்கியத்துவம் குறைக்கப்படுகின்றது.இவா;களிடையே சமூக அக்கறை பற்றிய சிந்தனைகள் இல்லாது போவதுடன் தமது பொறுப்புக்கள்இ கடமைகள்இ எதிHகால திட்டங்கள் பற்றி சிந்திக்கும் தன்மை முதலானவை கையடக்கத் தொலைபேசி பாவனையால் குறைந்துள்ளது.

Elections chief says final steps taken regarding election
Elections chief Dayananda Dishanayake says all final steps have been taken for the tomorrow’s presidential election. More than one hundred thousands public officials have been deployed for special election duties.
An they will report to respective polling booths from this morning. Over 14.8 million voters are elibible to cast their votes tomorrow. Post Master General M.K.P Dissanayake says except Mullaitivu, Kilinochchi and Vavuniya and all other areas , 95 percent of distribution of poll cards has been completed at now. Elections commissioner says registered voters can cast their votes even without their poll cards if they have their names on the election lists.
Inspector General of Police Mahinda Balasooriya says widespread security arrangements have been implemented islandwide from today. The aim of this task is to make environment for voters to cast their votes without any obstructions. neearly 69 thousand police officers have been deployed for election duties. Mobile police patrols service will be on duty. IGP says deploying of police officers for election duties will begin this morning.
The polcie will be supplemented by additional supports from memebrs of the armed forces.
Elections commissioner has already announced he will take stern action against the election malpractices. Speaking to reporters on last Friday, he said he would order re-poll if any violence was occured against the voting at polling booths. and that will delay the announcement of final vote. The commissioenr says if everything was free and fair he expects tto release final result of the presidential election on the Wednesday morning.

TNA To Take Decision On Election Tomorrow
Tamil National Alliance is going to meet on tomorrow to get a decision regarding upcoming presidential election. Senior leader of the TNA Jaffna district parliamentarian N. Sri Kantha says at the moment they are considering two options. One option is to file a leading politician as a independent candidate. If this happen, the TNA will fully support for this candidate. other option is not to file a candidate for the election. Meanwhile, accepting of the cash deposit for the forthcoming presidential election will be take place on the 16th of this month. The accepting of nominations for this election will take place on 17th.

Government and opposition parties in parliament are planning to show their strength
The ruling United People’s Freedom Alliance and opposition parties in parliament are taking steps to show their strength in parliament on next Thursday evening. Government will present the motion of Vote of Account to the parliament tomorrow. After three days debate, vote will take place 4.oo pm on 5th Thursday. At the present, the government as support of 127 members. The entire opposition parties in parliament have the strength of 96 members. It include 22 Tamil National Alliance MPs also. Some of the TNA MPs are out of country in these days. Senior parliamentarian of TNA said they have already asked these MPs to come back to the country and participate in the voting. Meanwhile, another interesting development is taking place in TNA camp. Some of the TNA Mps want to take nutral stand in the voting of Vote on Account. They said the money is askling for vote on account is going to use day to day activities and on going development projects in the northern and eastern provinces. They argue if we vote against the motion, then the government can say that we are against our people. TNA parliament group is going to meet before Thursday evening and thye hope to take final decision on that meeting.
Meanwhile, the signing of the agreement on United National Party led opposition alliance will take place at the committee room in parliamentary complex tomorrow. UNP sources say several parties and groups have already pledged their support for this alliance.

All major political parties getting ready for elections
Major political parties are now taking steps to face future political developments. The term of the present parliament will end on 22nd of April next year. Last presidential election was held at 18th of November 2005. Constitution provides powers to the President if he decides to go for another presidential election after completing four years of office. According to that provision, President Mahinda Rajapaksa can call for a presidential election after 17th of November this year.
Meanwhile, parliament will start its session tomorrow. It will continue to the 23rd of this Friday. During this period government is planning to call parliament party leaders meeting. In that meeting government is hoping to announce for the day for the presentation of vote of account to the parliament.
Last week’s cabinet press briefing , Minister Anura Priyadarshana Yapa said government will present vote on account to the parliament in early November. Parliament sources said normally, the debate on vote of account will take three to five days. After the debate there will be a voting for the motion. When the parliament approved the vote of account, then the government will get the green light to dissolve the parliament at any moment.
